Achieving the energy and climate goals set by Tunisia for 2030 requires the commitment of all economic actors and agents and the involvement of all sectors of the economy.
The public sector, given the extent of its assets and the significance of its energy consumption, should serve as an example to other sectors and occupy a leading position in the fulfilment of these strategies.
Following various consultation events organized during 2017 with public institutions and regulatory bodies, a short-term energy management action plan (Plan d’Action de Maîtrise de l’Énergie – PAME) was adopted for the period 2018 – 2020.
This action plan enables public bodies to identify initiatives to be undertaken in order to reduce energy consumption and set climate and energy (energy efficiency and renewable energy) goals.
The 2018-2020 PAME includes the following actions:
- Establishing a platform for collecting and analyzing energy data:
The platform aims to gather energy data from public bodies and calculate consumption statistics with a view to:
- Identifying potential energy savings and the use of renewable energy;
- Determining and prioritizing the energy optimization measures to be undertaken;
- Monitoring energy performance following the implementation of corrective and preventative measures;
- Comparing the performance of different buildings within the same larger structure.
This initiative was supported by ANME and the platform will become operational from the second half of 2018.
- Researching the investment envelope for energy efficiency measures and the use of renewable energies:
Decree 2004-2144 stipulates that mandatory periodical energy audits and feasibility studies relating to renewable energies and high-performance technologies (Combined Heat and Power, gas powered air conditioning, etc.) should be carried out every 5 years. This work makes it possible to identify the energy optimization measures needed, to determine the investments required and to set clear quantitative and qualitative objectives.
Implementing a capacity-building programme for those involved in public sector energy management: this programme provides a series of training and awareness-raising sessions geared towards the different decision-making levels of the organization (executive directors, financial administrators, energy managers, maintenance supervisors, etc.).
The strategy also foresees preparing the ground for the certification of public bodies according to the ISO 50001 EMS (Energy Management System) standard through the organization of accredited training sessions for the range of executive management levels.
