Aware of the importance of issues relating to climate change mitigation, as well as new opportunities for climate-change related finance, technology transfer and capacity building, Tunisia has committed, under the terms of the United Nations Framework Convention on Climate Change (UNFCCC), to:
- Undertake climate change mitigation measures by limiting greenhouse gas emissions and thereby increase corresponding benefits in terms of sustainable development;
- Publish reports on these mitigation measures, on proposed policies and on actions taken; and to keep these reports up to date.
As the national focal point for Climate Change, the Ministry of the Environment is responsible for coordinating work connected to UNFCCC recommended enabling activities.
ANME, as the body responsible for coordinating climate change mitigation policy in the energy sector, has played an important role in the preparation and supervision of the work on enabling activities in the energy sector.
In the context of the UNFCCC, Tunisia has submitted:
- A National Inventory of greenhouse gas emissions;
- Three National Communications: the first in 2001, the second in 2014 and the third in 2019;
- Two Biennial Reports: The first Biennial Report in 2014 and the second one in 2016;
- The first Nationally Determined Contribution (NDC) in September 2015, to be updated in 2020.
By ratifying the Paris Agreement, Tunisia undertook to formulate, and communicate to the UNFCCC, its long term (2050) National Low Carbon Strategy (Stratégie Nationale Bas-Carbone – SNBC), in accordance with Article 4 paragraph 19 of the Paris Agreement and paragraph 35 of decision 1 of COP 21, thereby ensuring Tunisia is on an economic trajectory of low carbon growth.
