Because enormous investment costs are required to achieve this objective, the Tunisian State has had to request the support of the private sector to reinforce the intervention of the public operator in this field.
To regulate this approach, a new regulatory framework has been put in place by:

The promulgation of (Law 2015-12 on the production of electricity from renewable energies on May 11, 2015, to enable i the mobilization of investments;

The publication of the government decree n ° 2016-1123 of 24 August 2016 setting out the conditions and modalities for the realisation of projects for the production and the sale of electricity from renewable energies.

The Annual Notice N ° 01/2016 of the Ministry of Energy, Mines and Renewable Energies sets the distribution of the program (1000 MW) of the production of electricity from EnR, Solar (650 MW) and Wind (350 MW) for the period between 2017 and 2020 and the various plans. It also announces the additional power in EnR (1250 MW) for the period 2021 and 2025.

In the framework of the implementation of the program for the production of electricity from renewable energies, the Ministry of Energy has published the notice No 1/2016 on electricity generation projects from renewable energy that will be achieved by the public and private sectors during the period 2017/2020 with a total capacity of approximately 1000 MW. The program 2017-2020 includes:

Wind energy: 100MW / tender, 90MW/ 80MW/STEG and 80MW/auto production

Solar PV: 100MW/ atender, 120 MW/ 300MW/ STEG and 130MW/self-production and around an additional 1250 megawatts for the period 2021/2025
Projects for the production of electricity from renewable energies are carried out within the framework of the requirements determined by the national plan of electric power produced from renewable energies for:

A total or partial sale to a public organism that is committed to buy the energy under the authorization or concession standard;

The exportation.
